PJM's 13-state footprint has become the global focal point for AI-driven load growth. Capacity prices, queue reform fallout, and Northern Virginia data center expansion have collapsed historic slack.

N/01

Critical

Northern Virginia (Loudoun, Prince William)

Substation saturation; multi-year energization queues for new DC load.

Themes

What we are watching.

T/01

Capacity price volatility

Two-order-of-magnitude swings in BRA pricing are reshaping IRR modeling for both generation and load.

T/02

Order 2023 queue reform

Cluster studies and readiness deposits are filtering speculative projects but lengthening certainty timelines.

T/03

Co-located load disputes

FERC posture on behind-the-meter co-location with existing nuclear/gas reshapes hyperscaler siting.

T/04

Transmission expansion

RTEP cycles slow vs. demand growth; merchant transmission optionality emerging.

Rule Changes & Filings

Recent and pending.

2024 Q3

BRA 2025/26 results

Capacity prices >9x prior auction; rippled into utility rate filings.

2024

FERC Order 2023 implementation

First-ready/first-served cluster study replaces serial queue.

Ongoing

Capacity Interconnection Rights reforms

Reshaping how new generation monetizes deliverability.

Positioning

Why PJM matters now.

PJM is the single most consequential capacity market in the world right now. A 9x capacity print, a 13-state load forecast bent by Northern Virginia, and an Order 2023 queue reset have collapsed the slack that underwrote a decade of investment models. The repricing is not a cycle — it is a regime change.

Buyer's Lens

How capital should read PJM.

Four angles we underwrite against, written for the people actually deploying.
OpportunityB/01

Capacity revenue is the new merchant tailwind.

The 2025/26 BRA at $269.92/MW-day rewrote the IRR floor for every dispatchable MW in the footprint. Brownfield uprates, battery hybridization, and gas peaker reactivations are suddenly bankable on capacity revenue alone — and 2026/27 forward signals do not soften.

RiskB/02

Behind-the-meter co-location is a FERC coin-flip.

Hyperscaler interest in co-locating load behind nuclear and gas plants has put FERC in the middle of a multi-billion-dollar siting decision. Until the Talen/AWS-class precedent settles, every co-located thesis carries headline risk that compresses entry multiples.

Where Capital WinsB/03

Substation-adjacent land in AEP Ohio and Dominion North.

Columbus, Loudoun, and Prince William are out of cheap interconnection. The next leg of value accrues to acquirers holding optioned acreage within 3 miles of a 230/345kV node with energization windows inside 36 months.

What We WatchB/04

RTEP cycle outputs and Capacity Interconnection Rights filings.

RTEP project lists and CIR reform filings are the leading indicators of where deliverability — and therefore capacity revenue — actually clears. We track filings week-over-week for our PJM clients.
